Dr. Pacenstein is a minor antagonist, supported by his sidekick Eeghost. He is the neighbor of Count Pacula. He is voiced by Erica Mendez.
He appeared in Pac's Scary Halloween Part I and Pac's Scary Halloween Part II.
In Pac's Scary Halloween Part I, he invited Pac, Spiral and Cylindria to his castle for a late-night dinner party. He insisted that anything suspicious about him and his castle were merely part of "the ultimate Halloween experience", as he called it. By the end of the episode, he switches bodies with Pac-Man, planning to abuse his new powers to conquer Pac-World, as revenge against those who ridiculed him.
